From 1789 to 1791, the Countrywide Assembly confiscated the home with the Church, issued paper cash, set up a fresh provincial administrative and judicial program, centered on locally elected officials and judges, and adopted a constitution in 1791 which established a parliamentary governing administration by having an hereditary monarch and an ass
